Rooms without steps

I know some rooms have steps and some do not to get to your bed. Is it random or how do you know which ones do or don't. Thanks

We know the following DO have steps; 1511 & 1512 and I guess 1611 & 1612 too.

All the rooms in buildings 1000, 2000, 2100, 2200, 2300, 2400 and 2500 DO NOT have steps to the beds.

The rest of the buildings are a mixture - some rooms do, some don't
