We stayed at Secrets Capri last year, after leaving Desire so we would have pictures of a resort to show our familly
. It was topless, but the only people going topless were Europeans of all ages, and Americans in their 60s and above. Secrets is very conservative and somewhat boring, but the food is the best of any all inclusive we have stayed at. I would go so far as to say that the food at Secrets is better than most restaurants (on a scale of 0 to 5, I rate the food at Desire as 2.5 and the food at Secrets as 4). All beaches in Mexico are
not topless, and only a few resorts are c/o if they pay a fee to the Mexican government. I understand that toplessness is tolerated by most of the resorts based on the number of European guests.
