Boat Dock or Pier at Desire Riviera Maya?

No and they don't have local permission to build one ....

They had one back in 2004 when we first went. Then they rebuilt a better (bigger) one which was totally destroyed by hurricane Wilma in 2005. They have not rebuilt since. Maybe it is a permit thing, but the old covered dock/pier was a nice addition to the resort. We used to go there and feed the fish after breakfast or lunch and then revisit later in the evening for more interesting activities!

I can't see how it's a permit thing as they used to have one and many adjacent resorts have ones that they have recently built. I think its more a "they don't want to spend the money" thing.
