We have a garden view jacuzzi suite. Will it be loud at night? Is it better to have an ocean view deluxe?

If you look at the room map, the only two GV Jacuzzi rooms are 1201 and 1202 - they are as loud as you want to make them - lol - otherwise not

Regarding building #10, during our visit in December we mentioned that we were in 1015 to another couple and they told us to ask to move, but we were actually located under the couches / towels / bathroom portion of the hot tub, so the noise wasn't a problem at all in that room. Once the pool re-opened, it was great too because we didn't have to worry about bringing everything out to the pool with us, since our room was right there, other than the flight of stairs. Only complaint was that didn't have a fire pole or slide from the hot tub to our room at the end of the night. Down three flights, up two flights when you're ready for bed when you know it's right below you...

If available, will they typically accommodate a request to be in building 10 or near the pool at check in?

We had a room beneath the hot tub on our first trip to Desire. The steps went right under our room and shower window. We didn't notice the noise from the jacuzzi so much as people being loud outside the room. We were awakened one night to some ladies laughing and being loud, obviously drunk and having fun. It wasn't a big deal and it was conveniently located when we wanted to go to our room for a break or to change. That being said, I would probably not want to be in that room again. Our last rip, we had a room right behind the beach beds. We really liked this room for the proximity to the beach and the view, plus it was on ground level, so no steps to deal with.
