Is there a new dress code for breakfast and lunch?

Something covering your butt is about all that is enforced. Ladies usually have something on top. Sheer, see through, mesh, etc are not a problem.

I herd they now have a "restaurant guard", that has turned woman away example t shirt and full cover bikini bottom.

Yes, there is a "guard" who also acts as a hostess. I was not turned away and wore a short, sheer cover-up and a string bikini bottom each day. However, many women with more coverage were sent away and told they needed to change before entering (?). It seemed very random and many people were not pleased when we were there in February.
