This has been discussed many times here: Mexican beaches are federal, a stripe of 66 ft. (20 meters) from the average line of the shore is public. It’s clear that most of beach loungers and part of volleyball court are clearly ON the federal zone. Technically, nobody can avoid any person may stay on that stripe.
It’s usual that Desire’s private security guards force people to continue their way and not to install in front of the resort. This action is simply illegal, but practically all people obey the guards indications, probably for a sense of healthy coexistence.
Puerto Morelos’ citizens, neighbors and tourists have accepted the nudism issue in front of Desire, as well as they are friendly with toplessnes at the rest of beaches. Although, things may change if people start complaining against sexual activities right in front of them and THEIR CHILDREN.
Nowadays, since 2016, Puerto Morelos is no longer a village away from the central authorities of Cancun, but an autonomous municipality, with a city council and a mayor with sufficient power to impose sanctions and restrictions when the interest of its citizens is affected. I bet nobody of us, Desire addicts, want to be restricted in our right of being naked at the beach or at the pier, just like things were at Desire Los Cabos, where they should install a visual barrier between the beach and the rest of hotel.
So my advice is refrain of any PDA or PDS at the beach area, for all can enjoy nudism in our “happiest place on Earth”.
