We've noticed this a bit on each of our trips over the last few years. Americans have a reputation for bad behavior when traveling abroad, and it is probably deserved, however, most of the time that we have seen bad jacuzzi bed etiquette at Desire, it usually involved guests who were not American (or Canadian). I hate to generalize/stereotype, but that's been our observation. Perhaps a different cultural norm, or as Explorer noted, shifting demographics to more vanilla swirl guests.

Our issues have always been at night after the disco. Oh well - just depends on the crowd I suppose.

I have no problem removing items from a bed that is being "saved". Use it, or lose it.

This bad behavior annoys the hell out of me. And what annoys me more is the resort doesn’t enforce the “Jacuzzi Beds are for play” rule better. Since I am normally slightly drunk, naked in a Hot Tub, in a foreign country, it is probably not the best time lose my temper, but sometimes it is difficult to hold my tongue. A tongue which should be, being used for better things on one of the beds.
